Thailand: Senior Epidemiologist, Malaria

S/he will have a proven success in epidemiological research, program evaluation, and in strengthening the capacity of others to in evidence based advocacy or adopting evidence into practice. The position is a local-hire full-time position based in Bangkok and report to the Chief of Party.

Essential duties:

Malaria surveillance and strategic information

Collaborate with RTI’s Inform Asia staff and the national malaria control programs in Thailand and Lao PDR to use and analyze information from the malaria surveillance and malaria information system (MIS) database for evidence-based advocacy and evidence-based decision making; • Collaborate with project staff and malaria program managers to design/improve MIS dashboard to facilitate the use of strategic information for planning, performance monitoring, and improving implementation of malaria elimination strategy.

Research and evaluation

Assist the national program to ensure that operational research and evaluation implemented by the national malaria programs is relevant, complete, and quality assurance, e.g. iDES, malaria and 1-3-7 strategy; • Provide technical support to local consultant and to the sub-national level staff to integrate implementation and decentralize management of district-level malaria elimination efforts; • Use applied epidemiology research methods to analyze health data, malaria surveillance, and MIS database, field observation, questionnaires and studies; • Provide statistical insight in the interpretation and discussion of study results; • Document research and programmatic results and lessons learned into a range of knowledge products that may include conference abstracts, peer reviewed journal articles, e-learning materials, training materials, advocacy briefs for policy-makers, technical reports and any other products deemed appropriate.

Capacity building in generation, analysis and use of strategic information

Provide mentoring and training in epidemiology research and evaluation methods to the technical staff, including M&E staff from the national malaria control programs; • Develop tools and/or guidelines to build the capacity of technical staff, including M&E staff from the national malaria control programs; • Build the capacity of staff from the national malaria control programs to enable them to manage and implement systems for acquiring, compiling, synthesizing, extracting and reporting information.

Requirements: Master’s Degree in Epidemiology, Data Science, Biostatistics, or equivalent, with up to 10 years’ relevant work experience; or Ph.D. with 3 years’ relevant work experience; • At least 6 years' experience in epidemiological research and evaluation with a minimum of 3 years’ experience in leading quality assurance, protocol design, sampling, training, supervision, operational implementation, data analysis, reporting, and data use, is preferred; • At least 2 years’ relevant experience in malaria. Familiar with the context of malaria control and elimination program in Thailand and Lao PDR; • Strong publication track record, including writing on best practices, innovative methods and results, and active participation and presentation in public meetings/ workshops; • Competency in use of statistical analysis tools; • Professional working proficiency in English, Thai and/or Lao; • Excellent communication and interpersonal skills.

The purpose of the Tanzania Multi-Sectoral Nutrition Activity is to intensify and integrate nutrition support to targeted regions to improve the nutritional status of women of reproductive age, especially pregnant and lactating women, adolescents, and children under five. This Activity will enhance the Recipient’s capacity to provide technical support to the Government of Tanzania (GOT) agencies and other partners to implement multi-sectoral nutrition interventions, in line with the GOT’s National Multi-Sectoral Nutrition Action Plan. The project will achieve this through a) Strengthened multi-sectoral coordination for improved nutrition at the local government level; b) Improved health, nutrition, caregiving, and WASH behaviors; and c) Increased access and availability of diverse, safe, and nutritious foods.

Primary Responsibilities:

· Manages client relations and serves as primary liaison and RTI representative with the client and stakeholders regarding overall policy, resource mobilization, and allocation

· Provides technical direction and oversight of project activities

· Holds primary responsibility for project performance and budget management

· Leads planning, oversight, and coordination of all project activities and personnel, operational and technical

· Responsible for ensuring quality control and responsiveness for all technical deliverables

· Oversees all coordination with local government authorities and relevant stakeholders.

Required Skills and Qualifications:

· Master’s Degree in public health or nutrition, public administration, or related nutrition disciplines.

· Minimum of 12 years of professional experience in implementing public health programs relevant to nutrition and food security, maternal and child health. Prior DCOP or COP experience preferred.

· Demonstrated experience in collaborating with host governments, other international donors, and other donor-funded projects.

· Experience with advocacy and institutional development within government and non-governmental channels.

· Experience in managing USG funding and familiarity with federal regulations.

· Previous employment or extensive collaboration with NGOs.

· Previous experience with agriculture, livelihoods, and WASH is preferred.

RTI is seeking an FETP Resident Advisor to develop a cadre of Ministry of Health (MOH) Field Epidemiologists to strengthening surveillance and outbreak response throughout Kazakhstan. The FETP Resident Advisor will train and mentor MOH staff to improve disease surveillance, detection, response to outbreaks by providing classroom training in applied epidemiology and lead applied activities and field investigations.

Task Requirements:

· Serve as technical advisor for the development and implementation of an overall integrated field epidemiology training program to build evidence-based public health systems in coordination with other partners and MOH officials

· Work with technical staff at CDC, the Ministry of Health and other partners in country to develop and implement a training plan for field epidemiology for public health professional at the basic, intermediate and advanced levels as appropriate.

· Travel to the field (local sites within country) to conduct trainings and assist with participants’ investigations and field work.

· Travel to CDC Atlanta to attend the FETP annual strategic planning and the Epidemic Intelligence Service conference.

· Travel to CDC Atlanta or other location, as appropriate, to attend required trainings, meetings, conferences, etc., (such as regional or global scientific conferences)

· Liaise with Ministry of Health to identify participants for the field epidemiology trainings.

· Work with MOH to convene a Steering Committee to oversee program implementation and management.

· Coordinate with CDC and identified partners to ensure logistical support for the didactic and field trainings of selected participants is in place.

· Conduct the planned field epidemiology trainings together with Ministry of Health, CDC, and identified partners.

· Mentor participants of the FETP programs.

· Orientate MOH supervisors and mentors of the FETP programs participants about the expectations for their roles in relation to the FETP.

· Guide participants in preparing their presentations for dissemination of their findings and recommendations.

· Assist trainees to develop adequate and timely field investigations in response to acute public health problems such as epidemic outbreaks, clusters of disease cases, and case investigations.

· Advise MOH in the identification and acquisition of opportunities for participant projects, and sources of funding that help secure annual budgets for the adequate development of an institutionalized FETP.

· Assist mentors and participants in the FETP-Intermediate program with the design and implementation of applied epidemiological research projects.

· Assist with the selection and training of graduates as mentors for future participants.

· Coordinate the organization and facilitation of stakeholder and dissemination meetings in country.

· Participate in disease surveillance and outbreak investigation and response activities of the Ministry of Health together with graduates and participants.

· Work with MOH and other training institutions to integrate basic and intermediate field epidemiology curriculum into an in-service program for MOH staff.

· Provide technical assistance to the MOH.

· Liaison between CDC, the MOH, and partners to coordinate GHS activities in the country.

· Participate in periodic Steering Committee meetings to guide program implementation and activities

· Participate in periodic (monthly or as otherwise agreed upon) calls with country support staff in headquarters (CDC-Atlanta)

Required Qualifications:

· Masters or Doctoral-level professional degree in academic fields related to health or allied sciences in human or veterinary medicine, or zoonotic biology.

· Graduate from a Field Epidemiology Training Program (FETP) and 2+ years of experience in a Field Epidemiology Training Program.

· 5+ years of experience working in the field as a practicing epidemiologist and preparing and facilitating trainings for in-service public health workforce development initiatives.

· Knowledge of WHO standards and policies such as the Integrated Disease Surveillance and Response strategy (IDSR) and International Health Regulations.

· Extensive knowledge and understanding of the functionality of surveillance systems at national, sub national, local and community levels of the health systems in Kazakhstan.

· Experience in coordinating multi-agency public health programs at regional, national, sub national, local levels in Kazakhstan.

· Fluency in Russian language.

· 2 years of experience working in the field as a practicing epidemiologist.

· 3+ years of experience preparing and facilitating trainings for in-service public health workforce development initiatives, like the Field Epidemiology Training Program.

Zambia: Senior Health Management Information Systems Advisor- Zambia

RTI is seeking a Senior Health Management Information System (HMIS) Advisor for the anticipated 5-year USAID Zambia Evidence for Health activity. The objective of the activity is to strengthen the Government of Republic of Zambia (GRZ) national Health Management Information System (HMIS), improve monitoring, evaluation, and research capacities within key government and non-governmental partners, and expand the evidence base for existing approaches to health programming in malaria, nutrition, family planning, maternal and child health, and HIV. This position is contingent upon award and funding.

Position:

The Senior HMIS Advisor will provide technical, strategic and programmatic direction for the development and implementation of HMIS aspects of the activity, including optimizing the generation, identification, collection, processing, storage, and dissemination of quality data and strategic information. The expert technical advice provided will be used by the Chief of Party to support the technical assistance, and political direction provided by the activity to key government and non-government partners.

Responsibilities:

  • Advise on strategies and methods for improvements in the HMIS.
  • Provide guidance on strategies for improving interoperability and standards between systems.
  • Provide technical assistance to GrZ and MOH to develop HMIS strategy and standards
  • Work closely with technical and program staff to achieve goals and objective successfully and timely.
  • Build capacity and transfer knowledge on information infrastructure deployment, scale-up, and expansion to country stakeholders to develop data-driven decision-making skills and sustainability.

Qualifications:

  • Master’s degree preferred in the areas of Information Science, Data Science, Public Health, public administration, health administration, health informatics demography, statistics, computing, epidemiology or related.
  • At least 8 years of experience in working with information systems management and design in the Health field for U.S-Government -funded projects or other internationally funded programs.
  • At least 4 years of experience at a managerial or advisor level, providing guidance and supervision in implementation of strategies and methods for software application development and utilization.
  • Experience working with DHIS2 and other health information systems required
  • Must have USAID and/or other USG experience
  • Strong understanding of Health sector in Zambia. Previous work experience with the Government of Zambia and Public Health sector of Zambia a plus.
  • Computer literacy, with ability to analyze and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.

Thailand: Finance and Administrative Officer (Thai National)

RTI is seeking a Finance and Administrative Officer to support Inform Asia: USAID Health Research Program (“Inform Asia”). The goal of the project is to provide high-quality technical assistance in malaria surveillance and to generate, use, and document strategic information and evidence for the National Malaria Control Programs (NMCPs) in Thailand and Lao PDR to support both countries in achieving malaria elimination.

This position will be based in Bangkok and will report to the Chief of Party. The employment will be part-time for 30 hours a week until September 2018 and will become full time on October 2018.

Responsibilities:

The Finance & Administration Officer position is a junior-level position with primary responsibility, under the overall direction of the COP and RTI’s regionally-based business partners, to support Financial and Administrative aspects of Inform Asia. S/he will support the achievement of project goals in a manner consistent with financial principles and maintain functions such as general accounting, financial tasks, and accounting records. S/he will support project needs in Human Resources, Procurement, and Logistics in addition to financial responsibilities. S/he is responsible for maintaining office supplies and will process general correspondence, answer phone calls, and perform other administrative duties as required.

Financial Support

  • Manages all financial and administrative aspects of the project, ensuring compliance with RTI and US Government (USG) financial and accounting policies and procedures.

  • Maintains Inform Asia’s financial files through use of QuickBooks software, including general ledger, including journal entries, coding invoices, account analysis and reconciliation, new account set-up, and ensuring timely and accurate monthly closes.

  • Oversees preparation and submission of monthly financial statements (including expenses, receivable and payables).

  • Ensures timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the U.S.

  • Prepares biweekly cash requirements; monitors cash flow and reconciles cash accounts to maintain appropriate cash balances.

  • Supports human resources management and procurement for the project, working in collaboration with RTI’s Asia Regional Office in Indonesia to ensure compliance with RTI’s policies and procedures.

  • Implement and monitor cost effective and efficient systems and procedures.

  • Maintain financial management files and ensure sufficient supporting documentation in case of audit.

  • Ensures timely submission of accurate reports (i.e. VAT, payroll withholding taxes, etc.) as required by the Government of Thailand.

  • Perform other duties as required.

Office Administration

  • Manage administrative operations and activities in the Bangkok office including office management, responding to office inquiries, and implementation of RTI policies and procedures.

  • Provide travel support to local staff and international visitors as requested.

  • Coordinate all logistical support for staff and consultants, including transport, hotel accommodations, event planning and support, etc.

  • Serve as Property Control Officer, responsible for handling procurement of office equipment, furniture and fixed assets, as well as inventory of these assets including property logs, serial numbers, and tags.

  • Coordinate with staff to create and maintain all administrative and technical files for the office.

  • Perform other duties as required.

Qualifications:

  • Master’s Degree in Business Administration, Accounting, Finance, or related field and at least 3 years of experience (or Bachelor’s degree and at least 6 years of experience) in financial and administrative management.

  • Proven track record of effective financial and administrative management on USAID-funded projects to achieve project objectives is required.

  • Must possess strong understanding of USAID financial policies and regulations.

  • Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary. QuickBooks experience is preferred.

  • Thorough knowledge of Thai Labor Laws, Social Insurance, and Personnel Benefit Packages.

Responsibilities:

· Support the Chief of Party in all technical, operation, implantation, coordination, and management aspects of the project and serves as second in command in the Chief of Party absence;

· Lead the public relations, communications of project information and results to the donor, the Government of Zambia, project partners, and stakeholders to allow for informed decision making and a country-led initiative;

· Under the leadership of the COP supervises all administrative and financial activities, and knowledge learning/sharing activities;

· Ensure proper administration of the project and facilitate operational or technical areas of responsibility as assigned.

· Provide technical and/or operational guidance and serve as a subject matter expert in assigned area or responsibility.

· Assist Chief of Party in managing all aspects of staffing and creating/maintaining a clear organizational structure with specific roles, responsibilities and reporting lines.

· Oversee all project activities in order to capture data on indicators and to identify best practices and lessons learned as required by the cooperative agreement with USAID;

Minimum Requirements:

· A minimum of a Master’s degree in areas of Public Health, Information Sciences, Data Science or related areas.

· At least 9+ years of demonstrated experience managing operational, project management, and administrative duties for U.S. Government–funded projects or other internationally funded programs.

· Demonstrated knowledge and experience in HMIS and research.

· Demonstrated progressive experience working in partnership with community-based organizations and other stakeholders.

· Significant experience with USG- or USAID-funded activities or other internationally funded activities.

· Strong organizational and interpersonal skills.

· Strong oral and written communication skills in English, including evidence of quality report writing and presentations. Demonstrated ability to meet deadlines with quality products.

Qualifications

· Proven team building and leadership skills.

· Previous working experience in Zambia and/or similar regions highly preferred.

· Excellent problem-solving, technical, managerial, and financial analysis skills and a focus on producing efficient, reliable, and cost-effective data solutions as an individual or as part of a team.

· Experience in program implementation, program coordination, and management, preferably

in health activities.

· Experience with health information systems including DHIS2, and other health information

The Senior Knowledge Management, Data Demand, and Use (KM/DDU) Advisor will be responsible for providing programmatic guidance and technical assistance to strengthen knowledge management and data demand and use all levels in the public health sector. The Senior KM/DDU Advisor will be responsible for a wide variety of activities related to identifying, managing, packaging, and disseminating key information to advance technical practice in the areas of HMIS, health research, and monitoring and evaluation. The position will be based with RTI in Lusaka and local travel may be required.

Primary Responsibilities: • Specifically, he/she will lead and support learning events. • She/he will produce resources and guidance and facilitate the uptake of improved practices generated through the three objectives of this award. • He/she will focus on building national, provincial, district, and facility level demand for and ability to use HMIS data for evidence-based programming in collaboration with a wide array of stakeholders. • By working collaboratively, he/she will develop appropriate strategies and tools for strengthening the use of HMIS data, identify data needs at all levels, and build capacity to implement tools and approaches through training and workshops.

Minimum Skill Set Required:

• Master’s degree in related field and min. of 9 years of professional experience or a Bachelor’s and min. of 12 years of experience in strategic planning, institutional capacity building, knowledge management, and use of data (data collection, analysis, dissemination, and data use). • Experience in monitoring and evaluation in Global Health programs in developing countries, preferably in Zambia and with PEPFAR, PMI, and other USG initiatives. • Thorough understanding of the capacity needs of developing country agencies. • Thorough knowledge of CB, KM, and DDU strategies and approaches that can be implemented to meet those needs desirable. • Thorough knowledge of information dissemination channels and adapting key messages for different audiences.

Program Background:

Job Summary

S/he will have a proven success in epidemiological research, program evaluation, and in strengthening the capacity of others to in evidence based advocacy or adopting evidence into practice. The position is a local-hire full-time position based in Bangkok and report to the Chief of Party.

Essential duties:

Malaria surveillance and strategic information

  • Collaborate with RTI’s Inform Asia staff and the national malaria control programs in Thailand and Lao PDR to use and analyze information from the malaria surveillance and malaria information system (MIS) database for evidence-based advocacy and evidence-based decision making;
  • Collaborate with project staff and malaria program managers to design / improve MIS dashboard to facilitate the use of strategic information for planning, performance monitoring, and improving implementation of malaria elimination strategy.

Research and evaluation

  • Assist the national program to ensure that operational research and evaluation implemented by the national malaria programs is relevant, complete, and quality assurance, e.g. iDES, malaria and 1-3-7 strategy;
  • Provide technical support to local consultant and to the sub-national level staff to integrate implementation and decentralize management of district-level malaria elimination efforts;
  • Use applied epidemiology research methods to analyze health data, malaria surveillance, and MIS database, field observation, questionnaires and studies;
  • Provide statistical insight in the interpretation and discussion of study results; Document research and programmatic results and lessons learned into a range of knowledge products that may include conference abstracts, peer reviewed journal articles, e-learning materials, training materials, advocacy briefs for policy-makers, technical reports and any other products deemed appropriate.

Capacity building in generation, analysis and use of strategic information

  • Provide mentoring and training in epidemiology research and evaluation methods to the technical staff, including M&E staff from the national malaria control programs;
  • Develop tools and/or guidelines to build the capacity of technical staff, including M&E staff from the national malaria control programs;
  • Build the capacity of staff from the national malaria control programs to enable them to manage and implement systems for acquiring, compiling, synthesizing, extracting and reporting information

Requirements:

  • Master’s Degree in Epidemiology, Data Science, Biostatistics, or equivalent, with up to 10 years’ relevant work experience; or Ph.D. with 3 years’ relevant work experience;
  • At least 6 years' experience in epidemiological research and evaluation with a minimum of 3 years’ experience in leading quality assurance, protocol design, sampling, training, supervision, operational implementation, data analysis, reporting, and data use, is preferred;
  • At least 2 years’ relevant experience in malaria.

  • Expertise in qualitative and quantitative analysis and research methods, with at least six years demonstrated experience in designing, monitoring, and evaluating projects.

  • Documented hands-on practical experience setting up and managing MERL systems for health projects in developing countries, including data quality assurance

Technical guidelines for this component are provided by two National staff: TVET specialist and Career Development Specialist.

Position: We seeks to onboard an I**ndependent Short-Term Specialist** on consultancy basis to support TVET specialist and Career Development specialist in Coordinating, implementing, monitoring and documenting of component activities for a period of 7 months (1st August 2018 to 28th February 2019). The specialist will be based in Nairobi with frequent travel across the 9 counties for monitoring, technical assistance support to county staff and to attend county meetings when necessary.

The specialist will be expected to support and facilitate roll out of VTCs trainings at the county level and at the VTC level, support development and implementation of CBET Curriculum, assist in tracking implementation of various partnerships as well as writing technical reports as required. This is not a permanent position but will be remunerated based on level of effort.

Operations Manager: Responsible for all project operations, including administration, security, logistics, procurement, and property. • Provides vision and strategic technical leadership for the project.
• Serves as RTI’s representative to USAID, the Government of Tanzania, Ministry of Health and Social Welfare, Prime Minister’s Office-Regional Administrative and Local Government, President’s Office Public Service Management, Ministry of Finance, National Malaria Control Program, Local Government Agencies, multilateral and bilateral organizations, NGOs, FBOs, CBOs and community stakeholders.
• Responsible for ensuring the timely communication with and reporting to USAID.
• Ensures that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.
• Responsible for addressing agreement-related issues, including ensuring that RTI financial controls and systems comply with generally-accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.
• Responsible for the overall planning, implementation and management of the project and for establishing the administrative framework to monitor and assure progress toward the achievement of the goals and objectives of the project. Ensures the timely and quality completion of required reports.
• Develops and implements annual program work and performance milestone plans and negotiates an agreement of those plans with USAID, subrecipients and other stakeholders.
• Responsible for oversight and direction to all long- and short-term personnel under the contract.
• Represents the project on behalf of RTI in regional or key global meetings, consultative sessions and conferences.

Requirements:

• Master’s Degree in public health, social sciences, international development, or a related field.

• At least 12 years’ experience managing and leading technical, operational and administrative teams for complex health projects in Africa.

• Five years senior level management experience in the design, implementation, and management of programs of similar size, complexity, and setting.

• Demonstrated experience in institutional strengthening approaches.

• Demonstrated leadership skills and experience in building and maintain productive working relationships.

• Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results.

• Experience working as a D/COP for USG-funded project is highly desirable with proven capacity to effectively manage staff and project funds.

• Knowledge of U.S. government health initiatives and related reporting requirements and funding parameters.

• Strong knowledge of USAID administrative and reporting procedures and systems along with strategic program planning, management, supervision, and budgeting expertise.

• Exceptional English written and oral communication skills; Swahili preferred.

• Relevant experience in East Africa is preferred, preferably in Tanzania.

• Excellent knowledge of Tanzania national issues impacting surveillance, Malaria, and demonstrated success strengthening local strengthening local government institutions.

• Expertise in any of the following technical components: malaria, vector control, surveillance and/or health management information systems.

• Demonstrated professional excellence in health program management, including experience in the following: client relationship management, developing program work plans, developing program budgets, managing program implementation, and managing technical assistance teams.

• Strong proficiency with Microsoft Office Suite applications.

• Willingness and ability to travel frequently within Tanzania.
